Those two categories (raise taxes/cut services, and cut taxes/raise services) hovered somewhere around 10% each... I can't immediately recall the numbers I was quoted, but they were low. One could just as easily argue that Spotsylvania residents want reassessments to be revenue neutral - yes. You're absolutely right.
