Does it mean not refer to someone else's work in posts to other person's blogs too? I need a bit of clarification.

- I think it's more along the lines of original content.
So memes would be okay, but just echoing a link from the WaPo and commenting on it would not be.
Original content is the spirit.

You can do what you like. The rules are less important that the spirit of the venture. I'm calling for original material. Period.
So, I'd say read some of the posts on this concept, and the comments, to get a feel for what the rules ought to be. Then abide by them as you see fit. If we all reach inside ourselves for something extra, to break the monotony, some of what comes out should be interesting. Maybe even worthwhile.
Your participation would be a plus, and an encouragement to others.
